THE Sandiganbayan's Second Division has found former Intramuros Administrator Dominador Ferrer Jr. guilty beyond reasonable doubt of violation of Section 3(e) of the Anti-Graft and Corrupt Practices Act.
In the charge sheet dated January 29, 2001 and filed before the Sandiganbayan, the Office of the Ombudsman accused Ferrer of giving unwarranted benefits to Offshore Construction and Development Company in 1998 by allowing the construction of new structures in leased areas without building permit or clearance.
