Ex-mayor charged with falsification


A former mayor of Talugtug, Nueva Ecija, was charged with falsification by the Ombudsman for certifying that he was not related to the municipal officer whom he appointed in 1997.

The Ombudsman found probable cause to indict Quintino Caspillo Jr., who appointed his nephew—Elmer–to the position of municipal planning and development officer.

Caspillo earlier filed a motion for reconsideration of his case but the petition was dismissed for lack of merit.

In a 13-page resolution, the Ombudsman ruled that Caspillo’s actions are in violation of Section 79 of the Local Government Code stating that “no person shall be appointed in the local government if he or she is related in any way to the appointing authority.”
