Former Mayor Aldrin San Pedro of Muntinlupa and 11 others were charged with graft at the Sandiganbayan in connection with the alleged anomalous purchase of trolley bags in 2008.
In the charge sheet approved by Ombudsman Conchita Carpio-Morales, Assistant Special Prosecutor II Lyn Dimayuga claimed that the respondents issued a purchase order and ordered the release of P22 million for CLMP Trading even without an appropriation. She said the purchase of the trolley bags was not in the city’s 2008 Annual Procurement Plan.
The Ombudsman added that the bags were procured without public bidding as required under the law and that CLMP Trading “is not qualified due to legal, technical and financial deficiencies, to the damage and prejudice of the government.”
Also charged were then-Bids and Awards Committee (BAC) Chairman Roberto Bunyi; BAC Vice-Chairman Michael Racelis; BAC members Avelino Orellana, Rodolfo Oliquino,
Vicente Navarro, Peter Salonga and Sonia Laureta; Technical Working Group (TWG) Chairman Roderick Espina, and TWG members Edwin Suitado, Eduardo Bautista and Glenn Santos.
The office recommended P30,000 bail for each of the respondents.
