FORMER Nueva Ecija Vice Gov. Edward Joson slammed Ombudsman Conchita Carpio Morales for her conflicting decisions on a graft case he filed against Gov. Aurelio Umali. Joson said Morales approved an investigation report submitted by the Office of the Ombudsman’s Assets Investigation Bureau, which found Joson’s affidavit-complaint sufficient to initiate formal criminal complaint and recommended the conduct of a preliminary investigation and administrative adjudication against Umali’s alleged anomalous drawdown from an existing loan agreement between the provincial government and the Land Bank of the Philippines. But last April, Morales also approved a joint resolution which dismissed Joson’s complaint.
