Ex-Romblon governor, 6 others face graft case


The Office of the Ombudsman has charged before the Sandiganbayan former Romblon Gov. Eleandro Madrona and several other then-provincial officers in connection with the procurement of liquid organic fertilizer in 2004.

Indicted along with Madrona were former provincial administrator Joel Sy; former provincial treasurer Ruby Fababeir; then-provincial agriculturist Geishler Fadri; then-senior agriculturist Oscar Galos and Anthony Rugas, then-assistant department head of the general services office. Elisa Morales, former representative of Feshan Philippines Inc., was also charged.

The Ombudsman alleged that by “conspiring and confederating with one another” Madrona, through Morales and other respondents, entered into a contract with Feshan to purchase 3,333 bottles of Bio Nature liquid organic fertilizer at P1,500 per bottle through direct contracting and paid a total of P4,863,823.19 (net after tax), without the mandatory public bidding.

The Ombudsman recommended P30,000 bail each for the respondents.
