The Office of the Ombudsman has charged before the Sandiganbayan former Romblon Gov. Eleandro Madrona and several other then-provincial officers in connection with the procurement of liquid organic fertilizer in 2004.
Indicted along with Madrona were former provincial administrator Joel Sy; former provincial treasurer Ruby Fababeir; then-provincial agriculturist Geishler Fadri; then-senior agriculturist Oscar Galos and Anthony Rugas, then-assistant department head of the general services office. Elisa Morales, former representative of Feshan Philippines Inc., was also charged.
