Former Technical Education and Skills Development Authority (Tesda) Director General Augusto Syjuco Jr. and several others were charged with graft at the Sandiganbayan in connection with the publication of career guidance books in 2006.
Syjuco was named a respondent along with former TESDA Bids and Awards Committee Chairman Santiago Yabut Jr; BAC Vice Chairman Clifford Paragua; BAC members Marjorie Docdocil, Brenda Furagganan and Ma. Lourdes Villanueva; Procurement and Supply Division chief Juanito Belda; and Senior Administrative Assistant III Glynis June Capoquian-Sionosa.
Also charged were Grand C Graphics Inc. president Alfredo Ching Jr., vice president Nelson Ching and representatives Rene Rufino and Fahmi Asuncion.
Joseph Licudan, Graft Investigation and Prosecution Officer 2nd, accused the Tesda officials of conspiring with the private defendants in awarding the printing of 250,000 copies of Salabat for the Filipino Soul Book II in the amount of P9.175 million to Grand C. Graphics Inc. without calling for a public bidding.
The Commission on Audit-Tesda found the expenditure irregular. legedly completed only in one day.
