THE Commission on Elections (Comelec) on Wednesday announced that filing of certificate of candidacy (COC) for the barangay elections in Zamboanga will start today until November 13.
Comelec spokesman James Jimenez said that the filing of COC will be from 8 a.m. to 5 p.m.
“Filing of COCs for #BarangayElections2013 in Zamboanga: Nov. 7-13 [except Sunday]; G/F City Human Resources Ctr., Villalobos St., Zamboanga,” Jimenez announced on his official Twitter account.
Comelec decided to reset the barangay polls in Zamboanga due to unrest brought about by clashes between government forces and the Moro National Liberation Front (MNLF).
Comelec Commissioner Christian Robert Lim was dispatched to Zamboanga on October 2 to inspect and to confer with the Philippine National Police (PNP), Comelec regional office, local officials, Regional Election Director (RED) and the Election Officers (EOs) of the First and Second Districts of Zamboanga.
Based on the ocular inspection, Comelec stakeholders unanimously agreed to postpone the elections from October 28 to November 25.
“There is a need to pave the way for a complete clearing operation and placing the entire city under normal condition which can be affected if Elections on October 28, 2013 is push through,” stated Comelec Resolution 9793.
“There is a difficulty on the deployment and storage of Official Ballots, election forms and supplies due to the presence of evacuees in the complex where the Offices of the City Election Officers and City Treasures are located,” it added.
The Comelec recommended postponing the barangay polls in accordance with the Omnibus Election Code, considering the timeline for the clearing operations, which took two to three weeks.
Comelec records showed that the barangays mostly affected by the siege were Mariki, Santa Barbara, Santa Catalina, Talon-talon, Mampang and Reyohondo.
On October 24, Comelec promulgated Resolution 9805, in which a new calendar of activities was approved for the special polls in Zamboanga.
Under the new schedule, the election period in Zamboanga started on October 26 and will end on December 10—that is 30 days before the date of the election and 15 days thereafter.
The campaign period will run from November 15 to 23.
