Five ARMM governors back Aquino, DAP initiatives

ZAMBOANGA CITY: Five governors of the Autonomous Region in Muslim Mindanao (ARMM) on Thursday expressed their support to President Benigno Aquino 3rd whose controversial Disbursement Acceleration Program (DAP) was declared unconstitutional by the Supreme Court.

Showing their unity and loyalty to Aquino were Sulu Gov. Totoh Tan, Tawi-Tawi Gov. Nurbert Sahali, Basilan Gov. Jum Akbar, Lanao del Sur Gov. Bombit Adiong, Maguindanao Gov. Esmael Mangudadatu and Sulu Vice Gov. Sakur Tan and former Tawi-Tawi Gov. Sadikul Sahali.

The impoverished ARMM is one of the beneficiaries of Aquino’s anti-poverty program and infrastructure projects that largely benefited poor families in the five provinces. At least P8.6 billion from the more than P160 billion DAP went to the ARMM to fund various projects and programs.

Aquino approved the DAP in 2011 on the recommendation of the Development Budget Coordination Committee and the Cabinet Clusters as a “stimulus package” by the government for the projects. From 2011 to 2012, DAP funding reached P142.23 billion—P83.53 billion in 2011 and P58.70 billion in 2012—and most of the funds went to healthcare, public works, housing and resettlement, agriculture, tourism, road infrastructure, school infrastructure, rehabilitation and extension of light rail transit systems, and electrification project in the villages.

Last year, P15.13 billion in DAP funds were also released by Budget Secretary Butch Abad and these went to the police and redevelopment of the Roxas Boulevard in Manila and other rehabilitation projects in areas affected by typhoons.

Aquino said the DAP funds came from the savings of various government agencies and is legal, citing Article VI Section 25 (5) ng 1987 Constitution. “. . . the President, the President of the Senate, the Speaker of the House of Representatives, the Chief Justice of the Supreme Court, and the heads of Constitutional Commissions may, by law, be authorized to augment any item in the general appropriations law for their respective offices from savings in other items of their respective appropriations.”

And Book VI Chapter 5 Section 39 of the 1987 Administrative Code: “Except as otherwise provided in the General Appropriations Act, any savings in the regular appropriations authorized in the General Appropriations Act for programs and projects of any department, office or agency, may, with the approval of the President, be used to cover a deficit in any other item of the regular appropriations. . .”

“If there is a singular legacy that I am leaving and sana, masanay ang kababayan natin na ito ang kaya ng gobyernong pinapatakbo nang matino,” Aquino said.

The five ARMM governors also issued a statement supporting the government’s peace process with the Moro Islamic Liberation Front and Aquino’s reform program last year.

  3. I support President PNoy 100%. I think that the SC may have outlawed parts of the DAP to protect public funds from future corrupt presidents, so, it’s not necessarily aimed directly at President Benigno Aquino-3rd. The SC know very well that the funds were spent wisely not like the PDAF. They also benefitted from it. So, in my own humble opinion, the SC should have grandfathered the current DAP
    and outlawed any future use of the DAP, if only to keep it away from abuse of future corrupt presidents.

    Those who are opposed to President PNoy’s way of running the government are perhaps beneficiaries of the previous corrupt administrations…specially some members of the media. This is why every little bit of bad news on the gov’t…they are so quick to blow their trumpets, but, they look away on good news. Let me remind you corrupt people that many of you are already old. Even you young ones, you don’t know if tonight will be your last. Then, it will be your judgement day!!! If the jailed senators can’t stand the heat of prison cell, how much more in hell. Think about it.

    It appears that the Filipino nation is seriously divided. One side is composed of people who used to live in the old system that cannot progress onward at all. This is because there is no innovation of the laws that stick to classical method of governing the country.

    The other side has the WILL to change the old crooked-system that they are used to follow the laws, which had been in place programmed by the self-interest framer of our constitution. One member of the framer of our constitution was bent to the Spanish era of telling us that the Church is not supposed to pay taxes and it is the main barrier that drives many of our people to live like animals in barong-barong. Yes in the time when those who were chosen by God to represent HIM on this mortal world, naturally the Church needed supports so they can eat and dwell in comfortable dwelling places; although Christ did not own anything. But this is no longer so in our generation because they already have evolved into having big businesses like universities and banks where only rich or the super rich can be in their company. Therefore the Church must pay taxes instead of being critical against the government due to the disparity of wealth.

    So what does this mean? It means that the incumbent administration has done well where none of the many administrations in the past had done to make this nation progress onward. Yes we can still see many of our people are in the streets malnourished skin and bone people victims of the old system that we stick on from day to day. The DAP is not at all pork barrel where the money intended for the people ended up in the bank accounts of their representatives who were (still are) supposed to protect them from hunger and disease. DAP has been used to spend in building infrastructures and some other forms in the best interest of this nation, which indeed we are badly in need.

    The DAP is not really the issue as there are funds that has
    been used directly here as stated by those 5 ARMM Governors
    in Mindanao. Pork Barrel is the real issue that has took a big blow
    on our Philippine economy for a very long period of time and no
    ever ending problem. Abused by those said Honorable leaders.
    No satisfaction and passes over to their own group.

    Mindanao can only be solved once and for all when our leaders stop
    their personal vested interest by helping those farmers be Christians
    or Brother Muslims to act as one towards helping its other specially
    towards real reform on the use of the land.

    Land Reform will never work at all.

    A real coop & profit sharing with the landowners and farmers
    be done. Rather than those land being idle for a long time, utilized
    them all for FOOD PRODUCTION, FOOD PROCESSING &
    FOOD DISTRIBUTION so we do not only feed our own people
    but create a well distribution system for export. Reduce importing
    rice from Thailand, Vietnam or even those garlic and carrots
    coming from China. WE SAVE OUR DOLLAR RESERVED !!!!

    With all the new technology now in the world we can solved the
    problem by producing better quality of produce. We have the
    advantage from any of our brother ASEAN countries. Most
    develop countries specially during the winter months
    can hardly produced even with Greenhouses .
    Energy is too costly to operate greenhouses as most
    rely more to heat up their homes.

    We should focus towards real Organic Produce rather
    using chemicals on all our agriculture operation.
    If we sell them at the same cost than we can be a big force
    on providing them all over the world. The biggest problem in
    the entire world is not war. It is hunger, Environment and jobs
    that everyone are asking for.

    The road to market does not work that our Government has been
    doing for a very long time. Focus on building railroads to be
    connected to sea port. The Philippine Islands of 7,100 are surrounded
    by the sea. Infrastructure is the key and I am sure every one
    who will read my views will agree. Lets keep our people busy
    and give them secured jobs for their families for our future generation.

    Mindanao has great potential to help for our economy strong.
    TRUST is the KEY to make it happened.

    While we are all fighting its other Thailand and Vietnam are
    just laughing at us . Other of our ASEAN brothers might even
    overtook us again . THINK ABOUT IT.

    In my own way, I am willing to help our Mother Country and
    help our people. Politics be keep aside and I will help
    Pres. Benigno Aquino 3 . If we do not help the more our
    people will suffer. When will it ever end,I have been out of the
    country since 1978 but I visit the Philippines once in a while just
    to observed the needs of the people. I am not impress on those
    big high building being build in Metro Cities. Focus more towards
    the REGIONS.

    At any time now I will be coming back to help you all. We have
    gone to a lot of trials not only from the strongest Typhoon YOLANDA
    but other calamities last year. Now again we are hit by more typhoons
    very year. No ever ending problem and it is the time for me to get in.
