This is precisely why the P18.7 Billion Dredging project of the Laguna de Bay should NOT have been stopped by P-Noy just because it was a project of his predecessor.
There was NO “take”by the Belgian government since it is a government-to-government contract covered by an Official Development Assistance (ODA). The grant component of P7.0 Billion is almost double the grant requirement in a ODA loan. It is almost almost 40% or almost double the 20% as per ODA law.
