Two former officials of the Mactan Cebu International Airport Authority (MCIAA) are facing six-month suspensions without pay over the severance pay they granted to a board member in 2010.
The Office of the Ombudsman ordered the suspension of former MCIAA General Manager Danilo Augusto Francia and board member Ma. Lourdes Varga-Dedal as it found them guilty of simple misconduct.
Francia is now an assistant secretary for Plans and Programs at the Department of National Defense, while Varga-Dedal is a Career Executive Service Officer at the Department of Finance.
The anti-graft office said that they granted board member Patria Aurora Roa, who is a former Regional Director of the Department of Tourism, severance pay amounting to P500,000 in April 2010.
Roa served MCIAA for 15 years until her retirement that year.
Only Francia signed the disbursement voucher which also lacked supporting documents “in their obvious haste to grant Roa an undue benefit,” the office alleged.
The Commission on Audit (COA) issued a notice of disallowance as it found that the retirement pay had no legal basis and is prohibited by Department of Budget and Management Circular No. 2002-02.
Under the said circular, department secretaries, undersecretaries and assistant secretaries who serve as ex-officio members of the Board of Directors are prohibited from receiving any remuneration, because their services in the board are already covered by the compensation attached to their principal office.
