Former PCIC exec convicted of graft


The Sandiganbayan’s Fifth Division sentenced a former Philippine Crop Insurance Corporation (PCIC) official over graft in connection with the payment and release of the retirement pay of former PCIC Chairman Benito Estacio Jr. In a 39-page decision penned by Sandiganbayan Associate Justice Ma. Theresa Dolores Gomez-Estoesta, former PCIC acting senior vice president Liberty Tiongco was found guilty beyond reasonable doubt of violation of Section 3(e) of the Anti-Graft Law. Tiongco and several others allegedly caused undue injury to the government in 2006 and gave Estacio unwarranted benefits, and advantage or preference by causing the approval and release of his retirement gratuity and terminal leave pay, as former PCIC president, in the amount of P1.52 million despite supporting            documents in his retirement claim lacking the Ombudsman Clearance required by PCIC.
