PARIS: The British government is "improvising" its handling of Brexit, France's finance minister said Tuesday, as Prime Minister Theresa May prepared to give a major speech on the issue.
Michel Sapin said it was clear that Britain had been caught by surprise by the vote to leave the European Union.
