A broad front that will consolidate all initiatives in seeking to correct systematic flaws in the government that breed corruption will have former President Fidel V. Ramos, retired chief justice Reynato Puno and former senator Joker Arroyo as drafters of a law that will be submitted to the Commission on Elections as a petition for Filipinos to vote in a referendum.
At the weekly Balitaan sa Hotel Rembrandt, Manny Lopez, one of the lead convenors of the group called ePirma, said their move is different from the people’s initiative in1998 headed by Pirma that sought constitutional amendments or charter change.
“We need to find a solution to systematic corruption. After participating in many protest actions we should find a solution,” Lopez said, hinting that their group is also sensing a “regional shift of power” brought by the absence of US President Barack Obama at the recent APEC (Asia Pacific Economic Cooperation) meeting.
“To weather the storm, we need a ship that is sea worthy. Let’s all strengthen our own ship called Republic of the Philippines,” he added.
To ePirma, consolidating the initiatives of different sectors will build a strong coalition for a more comprehensive option of calling for a people’s congress to amend the 1987 Constitution under a “people-led solution.”
That solution would pave the way for institutionalizing a system of governance that is more transparent, accountable and responsive to the needs of the people.
“Generally, people are aware of the scope of corruption in the country. We have four areas of reforms : pork in all it’s varieties; political (anti-dynasty); judicial (seen as very corrupt); and economic reforms,” Lopez said.
The People’s Congress slated for November 9, at the Asian Institute of Management Conference Center, will have FVR, Puno and Arroyo share their views on the country’s present situation and issues.
“The President should look and work on things in 20/20 basis. Tingnan na kasalukuyang administrasyon kungano ang kanilang pagkukulang,” Lopez suggested, adding that their fight will only end not only in prosecuting those who are involved in corruption in the goverment but after the recovery of their ill-gotten wealth.
