GARCI INDICTED FOR PERJURY

The Office of the Ombudsman on Tuesday found probable cause to charge former Commission on Elections (Comelec) Commissioner Virgilio Garcillano with Perjury under Article 183 of the Revised Penal Code (RPC) and violation of Section 19(c) of Republic Act (RA) 8239 (Philippine Passport Act No. 1996). The case stemmed from the complaint-affidavit filed in January 2012 by Reps. Neri Colmenares and Teddy Casiño of Bayan Muna party-list against Garcillano, who resurfaced after the 2004 “Hello Garci” controversy, for falsely testifying under oath and presenting a spurious passport during the Congressional Joint Committee Hearing in December 2005. The “Hello Garci” controversy arose when audio recordings of a telephone conversation between Garcillano and then President Gloria Arroyo at the height of the 2004 National and Local Elections were released to the public.
