Almost 30 percent of the declared Forest Land Grazing Lease Agreements (FLGLAs) out of the 53,606 hectares total land area of General Santos City with spurious titles are facing long legal battle for cancellation and reversion of titles filed by the office of the Department of Environment and Natural Resources in Region 12 (DENR-12).
Region 12 is made up of South Cotabato, Cotabato, Sultan Kudarat, Sarangani and General Santos City (Soccsksargen).
The bulk of records from the Register of Deeds in Gensan showed that land titles that are subjected to cancellation and reversion were placed under the names of FLGLA leaseholders like Rivera, Guinto, Aguilar, Acharon, Sunglao and Llido.
As a result, Gensan local government cannot collect fees from the contract holders because of cancellation and reversion of titles cases filed against leaseholders allegedly financing the spurious FLGLAs titling.
Gensan Mayor Ronnel Rivera admitted: “Yes, it’s true that the land which measured almost 16,000 plus hectares were titled under the names of various individuals but we just leased the FLGLA area. It is not true that my father and my family were behind the titling of these lands. It is the DENR office that would be answerable for their actions and not us.”
Jonathan Jamir, chairman of Arise Homeowners Association and victim of the illegal titling, told The Manila Times that several DENR-12 personnel are allegedly behind the spurious titling.
