SAN FERNANDO CITY, LA UNION: Residents have called on the government to make private businesses more accountable in view of alleged contamination of shorelines as a result of a coal spill from the Holcim cement factory in Bacnotan town.
According to Holcim, heavy rains on July 13 caused water coming from the mountain to seep into its coal stockpile and carry the material to the shorelines.
