• Groups to monitor DPWH projects

    ALL major or big ticket infrastructure projects being implemented by the Department of Public Works and Highways (DPWH) will now be monitored by a newly-formed multi-sectoral body to ensure that these are completed on time.

    The DPWH said the creation of Infrastructure Monitoring Advisory Groups (IMAGs) will enable participatory and transparent monitoring during the construction stage of major projects.

    The groups will be composed of regional directors, engineers, local chief executives where the project is located, project consultant and project contractor.

    Representatives of business groups, utilities companies affected, religious groups, civil society organizations, media, Philippine National Police, Armed Forces of the Philippines and national government agencies concerned will also form part of the groups.

    The DPWH said the IMAGs shall conduct regular forums to report progress of project implementation, along with problems encountered and shall come up with needed solutions.

    “Engaging stakeholders for support and cooperation is a way to guarantee project implementation’s strict compliance with standards and to ensure that projects will be serviceable as soon as possible,” the department said in a statement.

    “From then on, the public can expect that the DPWH IMAGs will work on efficient implementation of major roads, bridges, and flood control projects all over the country,” it added. WILLIAM B. DEPASUPIL

    1. I HOPE this IMAG will make a difference in weeding out incompetent road contractors that cannot comply with a 24/7 work schedule for vital roads, and expedite the construction ASAP. The DPWH and all gov’t national road projects should ban/blacklist these bad contractors from the Bids and Awards.

      Sluggish road works that could have been finished months ago are a major cause of daily traffic, if not for unscrupulous contractors and corrupt public works officials. As one example investigate the months delay in the bridge/road construction at Katipunan Ext., Barangay Pansol, Balara Q.C. boundary Loyola Grand Villas, Marikina.

      The triple J&A Builders, subcontractor of the DPWH & Q.C. (?) is not doing a competent job by refusing to finish the road repairs 24/7 in defiance of Sec Mark Villar’s directive to fast track national roads, of which the Katipunan Ext. is, this road could have relieved the terrible traffic at Marcos highway that is also caused by construction. Prior to the untimely and delayed road project at the Katipunan Extension the route served as a convenient entry point to Q.C. for those coming from Marikina, San Mateo, Antipolo and Cainta.

    2. the local recipient organization must me a member of this group also and should have a say on the quality of the project being implemented.

      many times dpwh projects are handovered with lots of deficiency. since it is already accepted by dpwh without any concurrence to the recipient organization- the latter is left with no other option- accept it and inherent all the problems that comes with it.

      If some of these lawmakers will ask–What records are subject to Freedom of Information Act? It should be all “agency records” created or obtained by an agency that are under the control of the agency at the time of a request, and this includes paper documents, e-mails, and other electronic records. However, “Agency Records” are distinct from “Personal Records” that are not under the control of the agency.

      It would have been much easier if the “Freedom of Information Act” was passed by the Congress, because it is a law that gives any person the right to request access to any agency’s record. Agencies apply the presumption of disclosure and release requested records except to the extent that they are protected from disclosure by law.
