THE HOUSE of Representatives approved on Monday House Bill 6452 or the Comprehensive Mental Health Act on third reading.
All 223 congressmen present voted for the measure that aims to ensure a community of healthy Filipinos by giving them access to an integrated, organized and efficient mental health care system.
The bill seeks to strengthen the functions of the Philippine Council for Mental Health (PCMH) and reconstitutes its composition. The duties and responsibilities of government agencies and all mental health service providers will be delineated.
Mental health services will also be provided in all regional, provincial and tertiary hospitals in the country.
The bill also mandates local government units (LGUs) to establish and upgrade hospitals and facilities with adequate and qualified personnel, equipment and supplies in providing mental health services and in addressing psychiatric emergencies.
Mental health will be integrated in the educational system and will promote the research and development on the subject.
The House also approved on third and final reading the Medical Scholarship and Return Service Program Act.
The bill aims to provide financially disadvantaged students access to medical education, protect and promote the people’s right to health and address the shortage of medical practitioners in the country.
The bill establishes a Medical Scholarship and Return Service Program for deserving students in state universities and colleges (SUCs) or in private higher education institutions (PHEIs).
