House bill modifies Sangguniang Kabataan, makes it an appointive position


A bill seeking to make the Sangguniang Kabataan (SK) an appointive instead of elective post has been filed in the House of Representatives on Friday.

Caloocan City Rep. Edgar Erice made the proposal under his House Bill 1122 which abolishes the SK and replaced with a Barangay Youth Council whose members will be handpicked by the youngest member of the Sangguniang Barangay (Barangay Council).

Under Erice’s proposal, the youngest member of the eight-member Barangay Council can name four chairpersons to head the Committees on Sports, Education, Culture and Arts and Environment.

Unlike SK members, those in the youth council will not receive compensation.

“SK has become a School of Corruption, far different during the 1970s and 80s when we didn’t receive any compensation. It’s purely volunteerism and youth leaders were focused on programs that directly benefited them,” Erice said, whjo was Kabataan Barangay, the predecessor of SK, from 1975 to 1981.
