House plenary set to tackle charter change, emergency powers


The emergency powers for President Benigno Aquino 3rd and Charter Change will be subjected to plenary debates next week. Speaker Feliciano Belmonte, Jr. of Quezon City made the announcement ahead of his speaking engagement before the Joint Foreign Chambers and the Philippine Business Groups in the House of Representatives. The grant of emergency powers to the President will allow the government to financially compensate the private firms who will use their self-generating facilities for power supply during the summer months to ease the demand in the national grid—a scheme identified as Interruptible Load Program. The Charter Change measure authored by Belmonte, on the other hand, seeks to scrap the 40 percent restriction on foreign ownership on public utilities, media entities, land and exploration of natural resources and 30 percent limit on for advertising firms and other business ventures.
