HOUSE RATIFIES 2014 BUDGET

The House of Representatives on Monday ratified the proposed 2014 national budget without the Priority Development Assistance Fund (PDAF) but with a rehabilitation fund for the provinces devastated by Super Typhoon Yolanda and other natural and man-made calamities. The lawmakers ratified the P2.264 trillion national budget, which was P3.2 billion lower than that proposed by President Benigno Aquino 3rd. Rep. Neri Colmenares of Bayan Muna party-list said that there are at least P648.81 billion lump-sum funds in the 2014 national budget. These include the P423.142-billion special purpose funds; P164.7 billion for programs lodged in different departments’ budgets such as the Comprehensive Agrarian Reform Program, Agriculture and Fisheries Modernization Program, and Conditional Cash Transfer Program; and P60.997 billion for funds lodged in the regular budgets of agencies.
