President Benigno S. Aquino 3rd is now politically dead. We are just waiting for the burial! Unless PNoy changes his direct collision course with the Supreme Court (SC) and at the rate he is going, the Philippines may just have a new president in 100 days.

President B. S Aquino 3rd has the brazen temerity to threaten the Supreme Court about its UNANIMOUS decision on the despicable Disbursement Acceleration Program (DAP) on national television and radio that NO president of the Philippines has ever done before. The High Tribunal should consider citing for “Contempt” the shameless president or at least give him a REPRIMAND in its decision on the Malacanang motion for reconsideration.

President Aquino would like the 13 Justices of the Supreme Court who gave the UNANIMOUS decision released July 1, 2014 to change their minds after his threat of a clash between the Executive Branch and the Judiciary, two co-equal branches of the government. Amazing hubris by a Do-Nothing Chief Executive whose ignorance can only be matched by his arrogance when he said “Your (SC) decision is difficult to understand.”

Never again should the Filipino people elect a President like Noynoy Aquino whose only qualification is being the child of his illustrious parents.

PNoy has no respect for the Supreme Court in charge of the Judiciary and the only institution mandated to interpret the Philippine Constitution.

The good news from the national address of Aquino last Monday is it finally exposed the true character of this puerile president. It is NOW beyond reasonable doubt that PNoy is a THREAT to our society because his words and actions can cause a constitutional crisis that would put our country and people in Great PERIL, as Senator Serge Osmeña said.

Many Filipinos and foreigners who were supportive of President Aquino in the past four years have lost their confidence in him after he challenged the Supreme Court decision and THREATENED the very institution that is the final arbiter in the interpretation of laws and the Constitution of the Philippines.

PNoy showed unprecedented disrespect for the Office of the President that he holds and that is the HIGHEST in the land. I dare say that it is time, if not long overdue, that he be given an early retirement from the presidency.

In the press conference of President Aquino, atrophy has become obvious with what he said. His brain has apparently not developed because he did not make much use of it in college (hardly studied) and also afterwards (hardly worked in his life).

So this is the President we have had for the past four years whose Ignorance can only be matched by his Arrogance. PNoy must really be Supemely Stupid. He said that the DAP did not violate any law. True. What he Violated was the Philippine Constitution!

I have received text messages and emails from friends and colleagues who have lost their confidence in PNoy and has withdrawn their support after his monumental blunder with his explanation on the DAP and his threat to the Supreme Court.

A Filipina friend living Japan for the past 25 years told me that if PNoy were in Japan, Resignation or Impeachment would be the least of his worries. His Biggest problem is his legacy and how he will be remembered. Unfortunately, we have a totally different culture here and those like him belonging to the oligarchy are imbued with hubris.

I am ambivalently amused and appalled by the claims of President B.S. Aquino III that the DAP funds were spent properly and that they were NOT LOST to Corruption. I can only smile at the brazen temerity of the presidential prevarication.

A good case in point was the P8.3 Billion from DAP that went to the Autonomous Region in Muslim Mindanao (ARMM) on top of their P11.5 Billion. So why did DBM not just asked Congress to approve a P20.0 Billion instead? Let us see how the P8.3 Billion was well spent in Mindanao.

If the Aquino Administration was sincere with the DAP, why did DBM not spend even 1% of the P8.3 Billion or P83.0 Million for a new Airport Terminal in Bongao, Tawi-tawi. A new airport terminal is direly needed in the capital of Tawi-tawi to develop tourism and tourism and spur economic development that DAP is supposed to do.

As expected, PNoy is again LYING on the DWPH savings and other prevarications. This guy really has a monumentally dishonest mind. He is missing the point. What he as President and DBM Secretary Florencio “ Butch” Abad did was WRONG. No question about it.

The Supreme Court has spoken and they are the one who can interpret the law and definitely NOT someone like who filed Senate Bill No. 3121 in 2008 that was to prevent the practices in DAP, which he did in 2011 to 2013.

The simple question about DAP is why President B. S. Aquino 3rd and DBM Secretary Abad HIDE the DAP from the Filipino people from 2011 to 2013 if it is really good for the Filipino people. It was only after Sen. Jinggoy Estrada exposed in September 2013 the money given to senators who voted for the conviction of SC Chief Justice Renato Corona that DBM Secretary Abad was forced to reveal DAP.

P-Noy is HOPELESS. He is INCORRIGIBLE. He must Resign or be Replaced.

  1. Ad hominem attacks are deplorable. No Japanese newspaper columnist would write, “Prime Minister XYZ is being Supremely Stupid,” or “The prime minister has a monumentally dishonest mind.” He can cite facts to support such a belief perhaps. Or just limit to, “the president is being dishonest when says that…” It only downgrades all Filipinos when we do that while Pres. Aquino is our head of government and head of state.

    Sir, I have appreciated some of your columns I read. The one entitled “The myth of daang matuwid” written after the WEF raised some good points about what is still to be fixed. Although I would say that ‘daang matuwid’ was only meant as a principle for the administration members to follow, NOT a claim about the state of the nation. We have a lot more to do. Thank you for your contributions to the debate. Let’s be constructive about it.

    Magdilang anghel ka sana. I cannot stand having that kind of president for another second. Nakakahiya talaga tayong mga Pinoy. Ang mga binoboto…kahit walang achievement. Kahit nanay walang achievement kundi manira.

This is very interested topic it shows the world that Philippines is highly democratic country where every filipino citizen is watching how the hard earn tax money goes.President Pinoy knows where the money goes.Mr. President I am very glad that you defend the legality of DAP because you understood that this is the best tool to solve the always long delayed projects.As a Filipino citizen Mr.President let me suggest to accept the result of SC decision for the motion for reconsiderations and we will pray that God may enlighten the genius justices and thru the guidance of the holy spirit,they may find some part of the constitution that will concrete their decisions to reverse the 13-0 into majority in favor of DAP legality.Let us move forward for the sake of Filipino people.Last thing I would suggest is to report the Filipino people every project especially funded from DAP to show that tuwid na daan is candid hiding nothing because I believe you Mr.President as true leader of the entire Filipino people regardless of the color.

    From 2016-2022, I suggest Pinoys start conditioning themselves to the reality of having Binays in ALL branches of the govt – from president, senator, congressman, mayor, governor, barangay captain, kagawad, cabinet secretary, usec asec, director, commissioner and many other positions!

We are all Filipinos who always look for a perfect president.I have no idea if ever we change pinoy before his term ends if the one who replace him can be trusted like we expect to have a miracle president.The thing that I can say is that he is a geniune president he did not back off instead he tried to ask the SC to review the decision that may consider the legality of the DAP because the president is looking for an immediate actions that may solve the problem.The president thought that the money was used for national progress and not to his pocket, so some people think that he was wrong but the fact is that he is just an honest president not kawatan.

      As a rational person, the common reaction of a person who hears issues like this is to do research and dig up the facts. YOu didn’t do any, instead you just defended him with a blindfold in your eyes. Sad!

      President B. S. Aquino III is NOT just asking for a review or for Reconsideration of the Supreme Court decision on DAP. P-Noy THREATENED the High Tribunal last 14 July 2014 Live on national television and radio. He did the same again in less than 24 hours later when he spoke in Malacananf during the visit of the WB President.

      Not even VP Jojo Binay whose corruption as Mayor of Makati is almost common knowledge would NOT do a DAP. Why? Because as a lawyer who studied constitutional law in UP Diliman, he knows that DAP is patently “UNCONSTITUTIONAL,” The Dean of the Law School of San Beda College was quoted in the Inquirer last Thursday, 17 July 2014, that even a freshman law student would know that an EO for Administrative Order should be in harmony with the provisions of the Constitution, which is the highest law of the land.

  11. I would beg to differ on your first sentence. Consider that even the SC decision, which you described as unanimous, comes with a concurring and dissenting opinion of Associate Justice Del Castillo, containing these statements:

    “I do not subscribe to the view that there was an unlawful release of the Unprogrammed Fund through the DAP.”

    “In another vein, I do not subscribe to the view that the DAP utilized the Unprogrammed Fund as a source of ‘savings.’”

    “it is improper for this Court to discuss or rule on matters not squarely at issue or decisive in this case which affect or may affect their alleged liabilities without giving them an opportunity to be heard…”

    “I limit the declaration of unconstitutionality to the three admitted cross-border transfers of savings.”

    (of which he earlier said, “I find that the operative fact doctrine applies to the aforesaid cross-border transfers of savings.”)

    You mentioned Japan. In Japan, would a newspaper column make unsubstantiated personal attacks against the head of government like you just wrote, especially your 4th-last paragraph?

    • Fourth to the last paragraph below. The Supreme Court voted UNANIMOUSLY 13-0 that DAP is “UNCONSTITUTITONAL.” So what is there is to substantiate that “what President B. S. Aquino III and DBM Secretary Abad was WRONG? ”

    You have said it all. There is nothing more to be said, except that the President, and Secretary of DBM comply to the SC guidance, instruction, and decision. P-Noy’s intention to appeal the SC’s decision is allowable under present procedures. I have the least confidence that a majority of the 13 who decided that DAP and its processes are unconstitutional will reverse to reconsider. The only recourse, if the Executive is too passionate about the DAP projects is to ask Congress for a supplemental budget so that the projects will have the properly appropriated funds to complete the projects.

    • Yes, they are doing it now like DPWH asking for Supplemental Budget. It was in the Inquirer yesterday or Friday. So why NOT just ask Congress for the budget needed instead of impounding alleged savings and putting to DAP.

      hoy bobo,its still unanimous because Justice del Castillo still signed the resolution! Ask any lawyer!. Tuta ka siguro ng mga Aquino kahit lahat ng abugado nag sasabing unanimous ang decision iba naman ang sinasabi mo moron!

    • i was angry at aquino and binay who were declared the HOCUS PCOS machine winners in the 2010 election and it made me more angrier now that they are running the country exactly the way their election funders wanted them to. i demand that they both step down or it will be unpleasant for everyone to see that i am not saying this for fun. their choice.

    • All the justices signed but they handwrote little notes.

      The signature of Del Castillo has the note, “pls see separate concurring and dissenting opinion.”

      The signature of Velasco says, “I join the concurring and dissenting opinion of Del Castillo.”

      Even the justice who abstained wrote and signed, “no part: Teresita Leonardo De Castro.”

      What does that mean to you?

  17. The only way to remove this arrogant prick is to convince the military or AFP. We need to strength of the AFP so that we as the people will correct the mistakes that we have made for the past 4 years. SImple as that.

    Proposed funding: Blank

    Allotment releases: Blank

    Balance: Blank

    Remarks: This item was included in the DAP as part of the disbursement strategy since it only required the release of NCA (cash). It already has appropriation in the FY 2010 and FY 2011 GAA in the total amount of 7.932B. The cash requirement was released on October 4, 2011 to beef up disbursement alongside disbursements under the DAP

    Something is very wrong with this DAP funded project.

Do tell me more about these “Illustrious parents” of yours.   26. i feel bad for mar roxas. now that Pnoy is politicaly dead, so is he. i suppose that once the supreme court acts on PNoy’s motion for reconsideration and will for sure uphold its decision on the unconstitutionality of DAP, there is no miracle in the making that can make it happen for mar roxas to sit in his boss’ chair come 2016. i bet he’s pissed. if i was mar roxas, i will distance myself from PNoy. start fresh. on his own. and what’s the best way for him to do that? change political party? sure. but who will take him in? i don’t think that will work with the Filipino people. he should have stayed the course while he was hot back then in 2010 and not have given in to the now who is stupid, ignorant and most of all arrogant. like what i said before, Pnoy was then and is still now a wolf dressed in a sheep’s wool.

    • I once asked si9milar question to a good friend to whom I was Consultant to when he was a Senator in the the late 80s and 1990s. His exact words ” It takes a brilliant mind to hire BRILLIANT Advisers.”

      Perhaps a “Brilliant Mind” is NOT really needed to hire Brilliant Advisers as long you have both the Humility and True Love of Country. I suspect that his HUBRIS is getting the better – or worse – of him.
