Combined operatives of the Philippine Drug Enforcement Agency (PDEA) and the Philippine National Police (PNP) acting on a tip from a concerned citizen arrested two men while sniffing methamphetamine or shabu in Vigan City, Ilocos Sur province.
PDEA Dir. Gen. Undersecretary Arturo Cacdac Jr. said that elements of PDEA Regional Office 1 under Dir. Adrian Alvariño, in collaboration with teams from the Ilocos Sur Provincial Anti-Illegal Drugs Special Operations Task Group and Vigan City Police conducted the anti-drug operation in a house doubling as a drug den in Barangay Ayusan Norte, Vigan City Ilocos Sur last Tuesday.
Caught in the act of sniffing shabu were Juan Arellano Jr., 36, jobless and a resident of Brgy. III, Vigan City; and Melchor Rivad, 43, a tricycle driver from Brgy. Busing, San Ildefonso, Ilocos Sur province. Confiscated from them were one sachet containing white crystalline substance suspected to be shabu, an improvised glass tooter with shabu residue and assorted drug paraphernalia.
Arellano and Rivad will be facing charges for violation of Section 7 (Visitors of a Drug Den), Section 11 (Possession of Dangerous Drugs), Section 12 (Possession of Drug Paraphernalia) and Section 15 (Use of Dangerous Drugs), Article II of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002.
Cacdac said, “PDEA continues to encourage the public to be vigilant and report any suspicious drug-related activities happening in their neighborhood. Any shared information will be treated with utmost confidentiality and will be acted upon promptly.”
