BAGUIO CITY: An association of human rights activists urged the government to launch an impartial investigation on the murder of three farmers in the remote Licuan-Baay town in Abra. A month after the crime, the National Solidarity Mission composed of 20 organizations went to sitio Sucao where the bodies of Licuben Ligiw and his sons Fermin and Eddie were found and noted the heavy presence of military, particularly the 41st Infantry Battalion “is preventing the villagers to live a normal life.” The Ligiw family was reportedly blaming the military for the massacre. The military denied involvement and even pointed at the New People’s Army as behind the killings.
