P2M a head dangled to haul ‘Big 5’ fugitives

Interior Secretary Manuel “Mar” Roxas 2nd formally implemented the P2-million bounty each for the capture of ‘big five fugitives’—Gen. Jovito Palparan, Gov. Joel Reyes of Palawan province, his brother Mayor Mario Reyes of Coron, Rep. Ruben Ecleo Jr. of Dinagat Island and developer Delfin Lee of Globe Asiatique.


The memorandum signed by Roxas rewards any person who can provide information leading to the arrest of the so-called “Big Five” fugitives—as long as the informant is not a government employee.

Palparan is facing a case for kidnapping and serious illegal detention for the disappearance of University of the Philippine students, Karen Empeño and Sherlyn Cadapan. He is also tagged in alleged human rights abuses, while he was with the military.

The Reyes brothers are wanted for the murder of Palawan-based environmentalist and broadcaster Gerardo “Gerry” Ortega.

Ecleo has been in hiding since his conviction of parricide. Ecleo was given the guilty verdict by the Cebu City Regional Trial Court for killing his wife Alona Bacolod-Ecleo and was sentenced to reclusion perpetua or life imprisonment of up to 40 years.

Lee has a standing warrant of arrest for syndicated estafa in connection with Globe Asiatique’s Xevera housing projects in Bacolor and Mabalacat towns in Pampanga province.

Meanwhile, Roxas also signed two joint orders by the Department of National Defense (DND) and Department of Interior and Local Government (DILG) detailing updated rewards for wanted leaders of the Communist Party of the Philippines, New Peoples’ Army and National Democratic Front (NDF), as well as the Abu Sayyaf Group.

According to the updated DND-DILG Joint Order number 14-2012, the total amount of monetary reward for the 235 wanted communists is now P466.88 million.

Leading the list of wanted communist leaders are Chief Benito Tiamzon of NPA, head Wilma Tiamzon of National Finance Commission, NDF spokesman Jorge Madlos in Mindanao, and NPA leader Leoncio Pitao in eastern Mindanao.

On the other hand, DND-DILG Joint Order number 15-2012, pegs the total amount of monetary reward for 14 ASG members to P176.10 million.

Prominent in the list are ASG top leader Radulan Sahiron and notorious bomber Usman Ahmad Akmad Batabol alias “Basit Usman.”
