COURT DENIES TRO BID OF BROADCASTER
ILOILO CITY: A regional trial court here has denied an application for the issuance of a Temporary Restraining Order (TRO) filed by a radio blocktimer against elected officials of the city government here in “declaring Iloilo City under a State of Calamity due to the water shortage crisis.

RTC Judge Gloria G. Madero of Branch 29 denied the application of Lazaro D. Borongan, a free-lance radio announcer and commentator, filed against Iloilo City Mayor Jed Patrick Mabilog and all members of the Sangguniang Panlungsod in the passage of Resolution No. 2012-1432. The complainant said that pursuant to the provision of the Rules and Regulation implementing RA 8185, Mabilog had actually entered into contracts with private companies or persons to supply water to the various city barangays without any legal appropriation or any public bidding. Borongan argued that that SP resolution is a confusing and misleading piece of legislation and hence, null and void ab initio. However, the Court said the complainant’s main purpose is to enjoin the respondent mayor from appropriating, disbursing, using and spending the calamity fund of the city based on an alleged defective resolution. CORDILLERA AIMS FOR GLOBAL QUALITY
BAGUIO CITY: Serious in incorporating Quality Management System (QMS) into its operations, the Department of Labor and Employment – Cordillera (DOLE-CAR), in coordination with the CRR (Congestion Revenue Rights) Management System Consultancy, conducted an ISO 9001:2008 QMS awareness course” and “Appreciation of ISO:2008 and Leadership Commitment” training last December 13 to 15 in Asin, Tuba, Benguet aimed at boosting the delivery of quality service to its clients. During the training, consultant Cynthia Ramirez raised the general expectations for top management leadership and involvement in providing guidance to the overall QMS. She also dwelled on Management Responsibility giving focus on the importance of the perspective and authority that top management brings to ensure effective operation of the system. DOLE-CAR Regional Director Henry John Jalbuena expressed optimism that in the near future, DOLE-CAR will be one of the few government agencies in the region to get ISO certificate manifesting the regional office’s ability of ensuring that the services it produces are with internationally-recognized quality and standards.
