TOKYO: Japan has reported a new suspected sanctions violation by North Korea to the UN Security Council after spotting an apparent cargo transfer between a Belize-registered tanker and a North Korean one.
Japan's foreign ministry said a military patrol plane observed the apparent transfer in the East China Sea early Tuesday.
