• Kabayan party-list split over candidates to replace Roque


    KABAYAN Party-list has officially announced five candidates being considered to replace Rep. Harry Roque whom President Rodrigo Duterte appointed spokesman.

    They are lawyer Rommel Regalaro Begares, Kabayan Chairman Vicente “Jun” Malvar, Kabayan Secretary General Rogel Navarro, Kabayan Vice Chairman for Education Eduardo Bayona and Rebecca Lazada.

    In a press conference at the House of Representatives on Monday, Malvar said the list was to counter
    Salo’s own nominees whose names he submitted to the Commission on Elections (Comelec). They are the Party’s third nominee, Ciriaco Calalang; Paul Hernandez and Joshua Sebastian.

    Malvar said that Salo used his post as undersecretary of the Office of the President from 2009 to 2010 to “hi-jack” Kabayan by using the names of officials to submit their nominees for the Party-list elections, which resulted in the approval of a ‘National Party Congress’.

    “Magmula po noong 2009 hanggang nitong unang bahagi ng 2017 ay hindi pa nagkakaroon ng National Party Congress ang Kabayan. Alam naming walang naganap na Party Congress dahil wala pong natanggap na abiso o Notice ang marami sa amin tungkol dito,” Malvar said.

    (Since 2009 until the start of 2017, Kabayan never held a National Party Congress. We know that there is no such Party Congress because most of us did not receive any heads up or notice regarding this.)

    “Noong 2015, bigla na lang nagkaroon ng Board of Trustee ang Kabayan. Ayon kay Cong. Salo, ito raw ay alinsunod sa isang Party Congress na nag-amyenda ng aming Saligang Batas na itatag ang Board of Trustee. Wala pong Board of Trustee sa aming Consitutional by-laws at illegal po ang pagkakatayo ng Board of Trustee,” Malvar said.

    (In 2015, out of nowhere, a Kabayan Board of Trustee was suddenly formed. According to Congressman Salo, this was created by a Party Congress that amended the Constitution of the party-list to establish the Board of Trustees. There are no Board of Trustees in our constitutional by-laws and the establishment of a Board of Trustees is illegal.)

    Malvar added that a certification from the Comelec, dated May 7, 2017, said that there were no such amendments on the constitutional by-laws of the Party-list.

    “Kaya po lahat ng desisyon na nagmumula sa nasabing Board of Trustees, kasama na ang mga nominasyon na maging representate ng Kabayan sa Kongreso, ay iligal,” Malvar said.

    (That’s why all the decisions form the Board of Trustees, even the nomination of the representatives of Kabayan in the Congress, are illegal.)

    “Liban pa diyan, yung ikalawa at ikatlong nominado ng BOT ni Congressman Salo, [Calalang] at Pastor [Hernandez] ay hindi naman naging miyembro ng Kabayan kailaman at hindi dumaan sa tamang proseso. Kaya hindi namin sila kinikilala,” Malvar added.
