Kalinga farmers slam NIA over irrigation delay

BAGUIO CITY: Farmers in Kalinga province are demanding compensation from the contractor of the Upper Chico River Irrigation System and the National Irrigation Administration because of alleged negligence that delayed irrigation of thousands of hectares of rice lands in Tabuk City. According to Juan Dammay, chairperson of the farmers’ group Timpuyog Dagiti Mannalon ti Kalinga and the clergy group Kalinga Apayao Religious Sector Association, farmers in Tabuk-Pinukpuk Chico line lost an estimated P10 billion worth of agricultural crops from two missed rice cropping cycles. To combat El Niño, NIA provided at least 14 units of water pump package but marred with alleged anomalous procurement.
