KBL bets in Bulacan face forgery case


BULACAN: A Kilusang Bagong Lipunan (KBL) Party mayoralty candidate and three others running for councilor in Pandi town are facing charges of perjury and use of falsified documents for presenting allegedly forged certificate of nomination and acceptance (CONA) in filing their candidacy before the local Commission on Elections (Comelec) office last month.

Respondents to perjury and falsification complaint before the Bulacan Provincial Prosecutors Office are Basilio De Mesa, who is running for mayor and three others for councilor: Josefina Antonio of Barangay Bagong Barrio; Vicente Fernandez of Barangay Poblacion; and Danilo Granel of Barangay San Roque.

A 6-page complaint affidavit by Elizalde Malindog of Barangay Bagong Barrio in Pandi, said that De Mesa and his group submitted their Certificates of Candidacy (COCs) for the May 9, 2016 elections with their respective CONA signed by KBL Party president named Vicente Millora.

Malindog argued that Millora is not the authorized signatory for KBL to issue CONA for the 2016 election. His claim is supported by a KBL Party letter addressed to COMELEC Law Department on October 9 stating that the only authorized signatories of the Party for CONA issuance are lawyer Jose Vicente Opinion, George Balagtas and Rogelio De Leon Luis.

He said that De Mesa, with his line up for candidates from Mayor, Vice Mayor and eight municipal councilors, went to Pandi Comelec last October 16 armed with COCs and CONAs from KBL.

The late president Ferdinand Marcos founded the KBL political party.

After learning that their CONA was fake and for fear of facing a criminal case, the vice mayoral candidate and five others for municipal councilor withdrew their candidacy.

Malindog also said De Mesa lost three times when he also ran for mayor in previous polls. Pandi has 48,000 registered voters and the respondent got only about 300 overall votes in one of the past elections.
