A high-ranking official of the Career Executive Service Board (CESB) was appointed to head the Internal Administration Group (IAG) of the Bureau of Customs (BOC), replacing outgoing Deputy Commissioner Myrna Chua.
BOC Commissioner John Sevilla said he is confident with the expertise of CESB Deputy Executive Director Arturo “Art” Lachica “in human resource management and capacity building for civil service personnel.”
“I have no doubt that Art will be able to help us achieve our objective of empowering and enabling our employees to become more effective, competent and professional public servants; build-up and deploy much-needed resources to our ports and sub-ports nationwide,” Sevilla said.
Lachica was appointed as the Officer-in-Charge of the IAG on July 7, 2014. As the new head of the Internal Administration Group, he will handle the allocation of the bureau’s budget, procurement of resources; personnel management and development; planning and performance management.
Lachica is a lawyer and a Certified Public Accountant by profession. He stint at the CESB started in 2006. He also taught law at the Notre Dame University College of Law in Cotabato City.
