The National Union of People’s Lawyers (NUPL) will file cases of harassment and illegal arrest against the police chief and some policemen of this city involved in the arrest and detention of four protesters during a rally on Monday last week at the Albay Electric Cooperative (Aleco) compound in Legazpi City. Facing the charges are Supt. Rommel de La Rama, Legazpi City Police Office chief, and several officers of the LCPO who arrested and detained lawyer Bartolome Rayco, NUPL Albay chairperson and chair of the Albay Multi-Sectoral Stakeholders Organization; Vince Casilihan, Karapatan Bicol spokesperson; Hernan Certeza of Kilusang Mayo Uno Bicol and Karl Canata, a minor and youth artist. De la Rama had earlier filed charges of grave coercion and serious mischief at the City Prosecutor’s Office against the four arrested rallyists.
