This has reference to your news item on July 1 that says: “… [S]ubstantial number of elected officials have been employing ‘ghosts’ even when Bautista was the vice mayor.”

As elected city councilor under the leadership of Hon. Herbert M. Bautista, who was then the vice mayor, had 10 real, actual and physical employees assigned to my office by the local government unit, Quezon City. After these 10 employees signed and executed their respective contracts of employment, they faithfully performed their duties as stated in the said contracts.

One of my children accused me that, “ ‘Tay, nagkaroon ka pala ng ghosts employees noong konsehal ka pa!”

I immediately responded, “Wala akong naging ghost employees.” Our then vice mayor had not allowed and tolerated the commission of any irregularities, like that of having ghost employees.

I personally considered Bautista as the best, candid and honest vice mayor we ever had.

I am expecting that you will not make again generalization of your news report, except when you are sure about its truthfulness and veracity.

Likewise, I am hoping that you will right the wrong you obviously committed against the good reputations of Bautista and to myself.

    Maraming salamat, salamat.

    Yours respectfully,
