    DPWH replies to R. Ramos about Daang Hari Rd

    This has reference to the column of Mr. Rick Ramos’ INSIGHTS, published in the Manila Times on August 8, 2015, p. A6, to wit: “ ….In Metro Manila, the DPWH wasted P80 million in 2012 in a road widening project that is not needed along C-5 in front of the Heritage Park in Taguig. The favored contractor is from Tarlac and a friend and political supporter of President Aquino. Yet DPWH has neither widened the narrow four-lane Cavite section of Daang Hari nor has DPWH repaired and maintained the more than 10-year old national highway….”

    May we respectfully submit the reply of DPWH Region IV-A OIC-Regional Director Samson L. Hebra relative to the said column, with the following information:

    “The Cavite Section of Daang Hari Road has not been converted to a national road up to this time but Cavite I DEO is doing its best to maintain said road knowing its importance to the road users of Cavite.

    “Please be further informed that considering the traffic volume in Bacoor and Imus, the Department is set to implement road widening projects and flyover across Molino Boulevard­Daang Hari road intersection in 2015 and 2016 to alleviate the current traffic situation in the area.”

    Qatar Airways’ response to Sept 5 Times news report

    Further to last night’s statement, please find below an updated response from Qatar Airways regarding the Doha-Manila flight QR 932.

    We refer to the Manila Times article “Plane bounces while landing, 40 injured” published on 5 September at 9.27pm local time.

    Qatar Airways’ response to Doha-Manila flight QR 932 (updated on 6 September 2015).

    Qatar Airways flight 932, Doha-Manila experienced turbulence approximately 40 minutes prior to landing at Manila Ninoy Aquino International Airport (NAIA) at 1537hrs (local time) on 5 September 2015.

    The flight landed safely and Qatar Airways had organized medical assistance to meet the flight. Immediate medical care and assistance was provided upon the aircraft’s safe landing. Of those reporting injury, three were sent to the hospital for further evaluation. They were discharged last night after being provided the necessary medical assistance.

    The safety and well-being of all passengers and crew is our top priority. We remain in touch with affected passengers and crew, and are ready to provide any further assistance required.

    Lumads and NPAs in Talaingod

    I have read many articles about victims of military operations in Davao del Sur and other parts of Mindanao. At first glance, the articles were touching, but as we read on, we clearly see that the articles, the customary blaming of the military for the death of civilians, were obvious.

    One example is the issue in which the military is pinpointed as the cause of the woes of Lumads in Talaingod, Davao del Sur, and there were testimonials of military harassment, abuse, and so forth by the residents. The military has denied all these, because they know that the New People’s Army organizers were always the ones who forced residents to evacuate during military operations.

    These organizers were not from the place, and what they did and have been doing has worsened the plight of the Lumads. These Lumads were forced to evacuate so that they will not be exposed to operations for their own good, activities that will help them improve their lives. NPAs do not want these.

    I have worked before as a volunteer in one of the villages in Davao del Sur and I saw and heard sad tales of indigenous peoples being forced to join the NPA. The depiction of the military in the article run counter to what the AFP is doing in our poor communities.

    Soldiers come to help, and not to kill.

    Nasaan ka KARAPATAN?

    Karapatan. Lahat tayo ay may karapatan na mabuhay ng tahimik at payapa. Lahat tayo ay may karapatang maging malaya sa paggawa ng TAMA. Pero tama ba na ang karapatang ito ay sikilin ng grupong KARAPATAN para sa kanilang pansariling kapakinabangan?

    Nasaan ang KARAPATAN noong pinagpapatay ang mga lumad ng mga myembro ng NPA? Nasaan ang KARAPATAN noong nasabugan ng Improvised Explosive Device ang mga kasundaluhan at ilang sibilyan na kagagawan ng NPA? Nasaan ang KARAPATAN noong pinagsusunog ng mga NPA ang ilang mga sasakyan at makinarya ng mga kompanyang HINDI nagbibigay ng “Revolutionary Tax” sa mga bandidong NPA? Nasaan ka KARAPATAN? Nasaan?

    Ngunit bakit kung diumanoy ang mga sundalo at kapulisan ang nakagawa ng paglabag, di pa man lumilipas ang ilang sandali ay agad kayong lumalabas sa lansangan at sumisigaw ng katarungan? Bakit kung ang NPA at ibang bandidong grupo ang gumagawa ng karumal-dumal na krimen ay tila kayo naputulan ng dila? Bakit kung ang NPA ang may pakana ay hindi ninyo hinahanapan ng HUSTISYA? Sinu-sino nga ba kayo? Ano ba talaga ang pakay ninyo? Ang magkaroon ng kapayapaan ang sambayanang Pilipino o makinabang lang kayo sa kung anuman kahit na magkagulo? Hindi nga ba kayo protector ng mga bandidong pula? Bayan ni Juan, gumising ka! Karapatan nating malaman ang katotohanan sa likod ng mga anumalya!!

    1. The 11-km. Daang- Hari Road was constructed more than 10 years in 2003. It starts from the Alabang-Zapote Road in Muntinlupa, Las Piñas, Metro and ends at the intersection of Molino, Bacoor, Cavite. The Muntinlupa-Las Piñas section of Daang-Hari is about 8 kms, while the Cavite section is a 3-km two-lane road.

      It is interesting to know that the short Cavite section has not been converted to a national even after more than five years of the Aquino administration with Secretary Rogelio Singson at the helm of DPWH. So the question is what they done in a period of five years and two months?

      The letter of DPWH claims that the “Cavite I DEO is doing its best to mainatin said road knowing its importance to the road users of Cavite.” However, over the past five years under the Daan na Matuwid of the Aquino administration, there has been NO ROAD MAINTENANCE to speak of, Th pavement has not paved with asphalt in spite of deterioration of the concrete surface like scalling.

      In complete contrast, national roads which have been paved with asphalt like Sucat Road in Parañaque and the Alabag-Zapote Road in Muntinlupa, have been applied with DOUBLE ASPHALT OVERLAY of 100 mm or 4.0 inches thick. The same has been done in the Sta.Rosa-Tagaytay Road in Laguna where the raod pavement is now as high as the sidewak. You can see these sections in front Toyota Motors Philippines and Bel-Air village in Sta. Rosa, Laguna.

      It is amusing to read that “the Department is set to implement road widening projects and flyover across Molino Boulevard­-Daang Hari road intersection in 2015 and 2016 to alleviate the current traffic situation in the area.” It is already September 2015 and the DPWH ” IS SET TO IMPLEMENT road widening projects … in 2015 ….”

      These should have been implemented More Two years ago in 2013 and competed in 2014 – and NOT in the “LAST THREE MINUTES” of the Aquino administration. DPWH has less than Six Months to undertake the project between October 2015 and March 2016. There is an Election Ban on government projects during the campaign period.
