THE ruling administration party sought to demolish the Supreme Court through the planned investigation into the alleged misuse of judiciary funds, the opposition coalition said on Monday.
The United Nationalist Alliance (UNA) claimed that the impeachment complaint against the justices of Supreme Court is already a predetermined case.
UNA secretary general and Navotas Rep. Tobias “Toby” Tiangco said that statements coming from the minions of the ruling Liberal Party (LP) and its political allies only confirm the demolition against the justices of the High court.
He said Cavite Rep. Elpidio Barzaga Jr. finally substantiated the Administration’s and the House of Representatives’ plan to demolish the SC, this time gobbling it on the supposed misuse of JD) and the Special Allowance of the Judiciary (SAJ).
Tiangco said Malacañang’s allies in Congress like the National Union Party (NUP) where Barzaga belongs, have amplified their jurisdictive arsenal by conducting an investigation into the judiciary funds in line with the administration’s apparent call for transparency and accountability.
Graced by the Big Brother “obey” command, the LP’s impeachment master plan is deftly camouflaged with the oversight powers of Congress, Tiangco said.
Tiangco warned that this holiday season is a critical period for obtaining a favorable decision on the Disbursement Acceleration Program (DAP) as Congress continues to be the faultfinding agency of Malacañang against the Supreme Court.
“Malacañang and its allies are practically disarming the judiciary and making them impotent. The impeachment ploy was obviously hatched to pressure the Supreme Court in ruling a favorable decision on DAP,” Tiangco said.
He pointed out that the period starting this holiday season until the scheduled oral arguments on the DAP on January 28, 2014 gives the administration a convenient opportunity to buy time and increase pressure on the SC to rule favorably on the DAP.
“This period until the next oral arguments will be critical. We have to be very vigilant because anything can change in cooking the legality of the DAP,” he said.
He said they have already seen the unseen hands behind the impeachment complaint, the DOJ-NBI investigation on ‘Maam Arlene’, the scrutiny of judicial budget, the probe on the JDF and the SAJ.
“What else are they cooking up?” Tiangco said.
He added that LP and its allies have started the investigation into the possible misuse of the funds and allowances and is asking the SC to explain how the monies were utilized in previous years in their entirety.
Tiangco said that “the principle behind the equality of the three branches of government has now become a mockery with the executive and legislative branches joining forces to bully the judiciary.”
Ironically, Malacañang is invoking a 29-year old Marcos presidential decree to take control of the supposedly autonomous JDF.
