The National Parks Development Committee (NPDC) liquidated only P173.7 million of the P207 million fund it received from the Department of Tourism (DOT) for the Kilometer Zero-National Monument Hardscape and Softscape Redevelopment Project.
The project, which was funded under the Disbursement Acceleration Program (DAP), was completed last year.
The Commission on Audit (COA) made the disclosure in its 2014 audit report on NDPC, an attached agency of the DOT. The agency manages the Rizal and Paco Parks in Manila.
“The project was already completed on July 9, 2014 but full accounting of the amount transferred and the return to the DOT of the excess funds have not been made as of December 31, 2014. The DOT subsidiary records showed that the NPDC liquidations as of year-end amounted to P173,743,377.65, or 83.93 percent of the fund transferred,” COA said.
“We recommended that Management direct the Chief Accountant to immediately submit the lacking liquidation report to fully settle the fund transfer,” the state auditorsaid.
