Manila Councilor Manuel Zarcal has filed a resolution seeking the revocation of the building permit issued to a property firm currently building a condominium tower in Binondo.
In his resolution, Zarcal wants the city engineer to revoke the building and zoning permits issued six years ago to Four Seasons Riviera Condominiums which is constructing a 30-storey building on a 7,350-square meter land located at the corner of Muelle Dela Industria and Prensa and Numancia streets in Binondo. The tower is a project of Federal Land Inc. (FLI).
Zarcal said there is a pending ownership dispute between (FLI) and Solar Resources Inc.
On July 26, the Housing and Land Use Regulatory Board (HLURB) suspended FLI and its partner, Central Realty and Development Corp., from selling the condominium units pending the resolution of a civil case filed by Solar Resources Inc. before the Manila Regional Trial Court Branch 6.
Zarcal said buyers may be put in a tight spot if FLI and Central Realty are allowed to sell their condominium units while the legal dispute has yet to be resolved.
“Under Section 458 (par. 4) of the Local Government Code, the city council is empowered to regulate activities relative to the use of land, buildings and structures within the city in order to promote the general welfare,” Zarcal said in his resolution.
