Marina exec faces nepotism raps


ENGR. Nelson Ramirez, president of the United Filipino Seafarers (UFS) that has 43,000 members, has asked the Palace to dismiss lawyer Gloria Banas, Deputy Administrator for Operation of Marina, for violation of the prohibitory norm against nepotism in the public service as set out in Section 59, Book V of the Revised Administrative Code of 1987, which is punishable by dismissal.

Banas is the Chairman of the Personnel Selection Board of Marina and is the current Deputy Administrator for Operations.

She is a presidential appointee of President Aquino.

Ramirez said that Banas committed the act complained of when one Ma. Melinda Victoria, her sister-in-law, was appointed as her executive assistant and one Engr. Rizal Victoria, his brother, was designated officer-in-charge of the Maritime Safety Audit Division of the Maritime Safety Office of the Marina, an office under her supervision and control.

Banas’ fellow executives and the members Alliance of Marina Employees ted which brought widespread demoralization in the ranks.

In his complaint, Ramirez asked the Office of the President to order the dismissal of Banas from public office in line with the President’s Daang Matuwid governance program.

He is also mulling the filing of a disbarment case before the Supreme Court against Banas for her ignorance of the law and abuse of authority.

Ramirez also vowed to lead massive protests before Marina and Malacañang calling for the immediate suspension of Banas while the case is being heard.
