THE measure requiring the use of Filipino sign language insets for local news programs took a step closer to passage into law this week after the House of Representatives approved it on second reading. House Bill 1214 authored by Reps. Rufus Rodriguez and Maximo Rodriguez of Cagayan de Oro and Abante Mindanao party-list, respectively, requires television stations to provide Filipino sign language insets and where possible, closed captions or subtitles in at least two newscast programs a day and special programs covering events of national significance.
