Former Bulacan judge named to tax court

PRESIDENT Benigno Aquino 3rd has appointed a new tax court magistrate.
Former Malolos, Bulacan Regional Trial Court Judge Ma. Belen Ringpis Liban has been named Associate Justice of the Court of Tax Appeals (CTA).
Aquino signed the appointment papers of Liban last May 17 and Malacanang sent her appointment to the Supreme Court on May 20.
The one-page transmittal letter of Executive Secretary Paquito Ochoa Jr. to Chief Justice Maria Lourdes Sereno also stated that Liban will fill the position Associate Justice Olga Palanca-Enriquez who has retired.
Liban is a graduate of the University of the Philippines College of Law. She worked at the Office of the Solicitor General (OSG) before she was appointed as judge of the Malolos RTC.
Liban is the seventh judge of the Malolos court who has been promoted to justice. The others are Sandiganbayan Justices Roland Jurado, Teresita Diaz-Baldos and Oscar Herrera Jr.; Court of Appeals Justices Arturo Tayag and Aurora Santiago-Lagman who is now a member of the Judicial and Bar Council (JBC), also CTA Justice Cesar Cassanova.
Liban was appointed after she got five votes from the Judicial and Bar Council (JBC) which had shortlisted her.
The JBC is now headed by Sereno as chairman, with three ex-officio members — Justice Secretary Leila de Lima, Senator Francis Escudero and Iloilo Rep. Niel Tupas.
The JBC has four regular members — Jose Mejia from the academe, Milagros Fernan-Cayosa from the IBP, retired Supreme Court Justice Regino Hermosisima and retired Court of Appeals Justice Aurora Santiago-Lagman representing the private sector .
