I continue to be astonished at how gullible President Aquino is, and thinks the nation as gullible as he.

In his speech the other day at the “ceremonial decommissioning of Moro Islamic Liberation Front (MILF) combatants” during which they surrendered 75 firearms, Aquino said: “We are not speaking of just one, two, or a dozen weapons. These are some of the highest-grade weapons; these are not outmoded units. They are modern firearms.”

Baloney, sources in the military who were at the ceremonies in a Sultan Kudarat town claimed.

You don’t have to believe my sources. Examine yourself the accompanying photos of the MILF arms surrendered as Aquino and MILF chairman Murad Ibrahim look on.


It is so plain to see that nearly half of the rifles have brown-colored stocks, or the rifles’ bodies which house the barrel and firing mechanisms.

These are wooden stocks used in World War I and II rifles, such as the US infantry’s Springfield M1903 rifles and  M-1 carbines. No “highest grade weapons” use wood. A high-tech polymer material is used in all modern assault rifles so they would weigh much less, and make them withstand the harshest of weathers.

A photo released by the Office of the Presidential Adviser for the Peace Process showed the World War I Springfield M1903 bolt-action rifles and WW II carbines. I wouldn’t be surprised if the Springfields were captured in the Battle of Bud Bagsak of 1913, the last major battle between US and Muslim troops in Mindanao, and when the famous rifle was battle-tested by the US cavalry. Note in the photo that a third of the arms have the long barrels characteristic of World War I rifles, since high-velocity bullets had not been invented at that time.

From the photo, I can count four AK-47s, which the MILF, however, never used, as Malaysia had provided insurgents with Armalites from the start. There appears to be five Armalites, which even from a distant photo look damaged.

For the show, though, the MILF surrendered three of its deadly weapons of choice now, the sniper rifle “Baret” and several pieces of mortar artillery. But how do we know that these Baret rifles are not among the defective ones made when the MILF was still experimenting on how to make them?

Several launchers for rocket-propelled grenades (RPG) were surrendered, but I had seen these myself fabricated by the MILF back in 1996. The mortar-launchers the MILF surrendered look impressive, but these are essentially steel tubes that any machine shop can fabricate, as the Irish Republican Army in the 1970s demonstrated with deadly efficiency. What’s difficult to manufacture are the mortar projectiles and the grenades themselves­—do you see any among those surrendered in the photos?

How modern rifles look

Compare the photo of the MILF’s decommissioned arms with the accompanying photo of rifles that the Islamic insurgents wrenched from the bodies of the Special Action Forces they massacred. That is how a stack of real modern rifles would look.

“Just look at the surrendered arms, you can’t just ignore the possibility that all these are damaged, unusable arms,” a military man who was at the ceremony told me. “They could have given us the junk of their armory, in short,” he said.

And Aquino gave P25,000 for each junk rifle? Don’t we have a Commission on Audit to stop such atrocious overpricing? Or would Aquino claim they were expensive antiques?

I may be wrong, though. But why haven’t Aquino’s officials or the foreign-staffed “Independent Decommissioning Body” (IDB) released an inventory of the weapons the MILF surrendered, and a certification by professionals that these are all in working condition?

In the case of the SAF arms the MILF returned, there were inspectors right there at the turnover who examined the guns, immediately inventoried them, and reported to the public which were damaged or had missing parts.

There was no such inspection by our military of what Aquino claimed were high-grade weapons the MILF surrendered to prove their sincerity in the peace talks.

As old as the WWII carbines surrendered were most of the purported 145 guerillas “decommissioned.”

Were there journalists who actually interviewed them to find out if they were really MILF guerrillas or if they were just farmers asked if they would like to get P25,000 by wearing a Green shirt? Or maybe they were really MILF guerrillas, but they certainly looked like those whom Murad wanted to retire.

I joined an MILF squad’s march through mountainous terrain the whole day in 1995, and I can’t imagine that those grey-haired guerrillas who were supposedly decommissioned could go through such a trek. If they were MILF guerrillas, they most likely were instructors or supply clerks in the insurgents’ many camps.

In surrender ceremonies of both jihadist and communist guerrillas in the past—even during the time of President Magsaysay—the de rigueur photo was for a guerrilla turning over his rifle to a government representative, usually a general.

There wasn’t such a single photo, even for ceremonial purposes in the MILF “decommissioning.” Why? Because the purported guerrillas refused to go that far, and agreed only to be videotaped and photographed while government clerks behind their laptops interviewed them to get their personal information?

This decommissioning brouhaha is another episode that makes a fool of Aquino, and I’d bet the MILF leaders rolled on the ground in laughter after witnessing it.

What we should be outraged over is that even if the MILF had surrendered their most deadly, usable arms, it would be tantamount to nothing, a charade, because of the stupid terms our negotiators agreed to for such “decommissioning.” The negotiators even amateurishly tried to hide these terms by putting them only as one of the annexes to the Framework Agreement on the Bangsamoro.

75 rifles and that’s it

The 75 weapons the MILF decommissioned will be all they would surrender until they get what they want—the enactment of the BBL that would be a quantum leap for their project to set up their independent Islamic state.

Those 75 arms are nothing, because by even the most conservative estimate, the MILF has at least 30,000 high-powered rifles. Warlord Datu Ampatuan of the Maguindanao Massacre infamy could produce ten times more than that  with a snap of his fingers if he were asked to do so for a show.

Compare that to what the Indonesian government demanded, and got, from the insurgent Free Aceh Movement in 2005 to kick-start their peace settlement: the surrender of 840 rifles. And by the most conservative estimate, that insurgent group had only 3,000 arms.

The Indonesian peace pact  also stipulated that the insurgents would demobilize “all of its 3,000 military troops. . . and they will not wear uniforms or display military insignia or symbols after the singing of the pact.” The Aceh insurgents also agreed to decommission its armaments in just four months, from September 2005 to December 2005.

How many did the MILF agree to demobilize and in how many months?

No number of arms was given, no time frame.

The agreement merely specifies that 30 percent of its arms will be decommissioned “after the ratification of the BBL,” according to the Framework Agreement’s annexes.

A further 35 percent will be decommissioned only after “the establishment and operationalization of the police force of the Bangsamoro.” The remaining 15 percent will be decommissioned after the signing of an “Exit Agreement,” when the MILF says it is satisfied that Aquino’s promises to it have been fulfilled.

I really can’t understand why Congress—we—can’t be outraged by such an agreement.

In the first place, percentages are given but the base of it is not:  The MILF might as well claim that its has only 2,000 arms, so that 30 percent of this would just be 600 arms, and not 9,000, if one uses the conservative estimate of 30,000 arms in the possession of the jihadist insurgent group.

The MILF, therefore, could simply surrender some of their arms, and hide the bulk, and the government would have no basis to protest since the peace pact didn’t agree on a number of arms the insurgents had.

More importantly, what all these mean is that the MILF will “disarm” only when it has its own Moro Nation-State (the literal meaning of Bangsamoro) which the BBL would set up, and when it has its own armed force established, in the guise of a Bangsamoro Police.

Where are the surrendered rifles being kept? Not in any of our military camps, since the MILF didn’t want that.

As the agreement stipulated, these were brought to some storage area supervised by foreign-staffed IDB. Don’t worry, though, as the agreement stipulated, the storage area “is secured. . . with a fence, including a gate with a lock. A single lock provided by the IDB will secure the storage . . . A 24-hour surveillance camera provided by the IDB will cover the storage site and will be monitored from the IDB office.”

What a farce the MILF’s decommissioning really is. And the MILF makes fools of us all when it surrenders junk from its arsenal, and claims it proves their sincerity.

For trying to fool us to believe the sham that is the “Bangsamoro” and that the MILF will lay down its arms if we just give them their territory, Aquino should be tried for treason, together with his negotiators and his mouthpiece in Congress, Rufus Rodriguez.

  1. They surrendered the old and non working guns to buy modern guns. They should surrender modern working guns. Not sincere. Old guns are useless to them. So 25,000 for an old gun to buy a modern gun. That is definitely a good deal to them. We are just helping them to buy modern guns. Greater havoc to our officers/ soldiers who face them. The govt needs to use common sense in dealing with them. They go back to their lifestyle and then return to the old ways, anti-government campaign when they are hungry. No end in sight. If they are sincere they would just surrender the guns even if no money is given to them.They want something in return and that is replacing the old for much more efficient killing machine. Why not allow them to enroll in tesda classes that would put them in a personal self sustaining livelihood road. Free meals only when they are actually attending the classes. Plumbing, bartending, tailoring, etc… Except metal works and wood making. These would allow them to manufacture their own guns . Their rank will also be higher. There will always be a possibility of returning to the old ways. Therefore we need to eliminate that.

    What is important here is not the weapons that were surrendered but the intent to make the peace process work. It cannot be denied that there is still a lingering mistrust or I should say, doubt as to the sincerity of the MILF rather than of the government. It is the Filipino people regardless of religion, that should oversee the success of the peace accord, but we have to give peace a chance. How do we know if it will succeed or not if we do not even try It?. Philippines will not be like Syria, Iraq or Yemen because Filipinos are a different breed of people who have a unique ways and culture of uniting for the country in times of turmoil. The BBL is not set in stone if things don’t go according to the agreement – the Filipinos will make the change NOT the law!

      islam is an inherently subversive ideology. It even uses ignorant Muslims to give the Kafir (a derogatory term for non-believers) the illusion of assimilation. Islam is Jihad, as Muhammad stated that it is the moral duty of devout Muslims to engage in Jihad of the sword and the pen (war and war propaganda).[1] In the words of Mohammad, war is deceit.[2]

      Forms of Islamic Deceit [3]

      Taqiyya (Shia) or Muda’rat (Sunni): tactical deceit for the purposes of spreading Islam. [4] [5]
      Kitman: deceit by omission.[6]
      Tawriya: deceit by ambiguity.[7]
      Taysir: deceit through facilitation (not having to observe all the tenets of Sharia).[8]
      Darura: deceit through necessity (to engage in something “Haram” or forbidden).[9]
      Muruna: the temporary suspension of Sharia in order that Muslim immigrants appear “moderate.” So through the principle of Hijra (Muslim Immigration), the early Muslims are a “red herring” or a Trojan Horse. The Kafir or Kuffar community gets the false sense that the early immigrants are not a threat, at least until the Muslim community has gained strength.[10]
      Important Islamic Terms [11]

      Al-Wara’ Wal-Bara: This “requires Muslims to love all other Muslims, to help Muslims against non-Muslims, which could include sheltering terrorists, etc., and to shun, oppose, hate, and make jihad—including war—on non-Muslims.”[12] [13]

      Hudna: a temporary truce (often portrayed as “peace” to the kafir), which the Muslims can break at any time when strategically advantageous. It is usually for the purposes of rearming and regrouping (see Palestinians and Israel).[14][15]

      Hijra: Muslim immigration in order to peacefully populate and gain strength in a Kafir country. This can be used in combination with Muruna.[16] [17]

      Conditional Behavior: Following Mohammad’s example (i.e., Mecca vs. Medina), the principle of when weak preach peace, when strong wage war.[18][19}

      Dualist logic: When the Qu’ran contains conflicting statements, they are still both true since they are the words of Allah. Under Western logic, if there are two conflicting statements (e.g., “There is no compulsion in religion” and “Whoever changed his Islamic religion, then kill him”), only one can be true and the other is false. This dualist logic allows the faithful to use whichever verse will propel the spread Islam (usually the peaceful verse repeated in English for the kafir and the violent verse repeated in Arabic to the faithful).[20]

      Abrogation (“Naskh”): When there are two conflicting statements, the “truer,” authoritative statement is the later more violent one, which takes precedence over the earlier peaceful statement in regards to the course of action a devout Muslim should take to further the spread of Islam.[21] [22]

      Alternate Definitions: The Islamic definitions of the words “peace,” “tolerance,” “freedom,” and “equality” are different than the West’s definitions. The Islamic definitions are compatible with Jihad and Islamic intolerance.[23]

      Haram vs. Halal: Even the actions that Muslims claim are against Sharia Law (i.e., Haram or forbidden) can be acceptable (i.e., Halal or permissible) in order to spread Islam. For example, under Sharia Law, homosexuality is Haram, and homosexuals are to be killed. Yet, an Imam issued a Fatwa (a religious legal pronouncement and decree) allowing for sodomy between two males in order for the suicide bomber’s anus to be stretched to accommodate explosives. So what is Halal and what is Haram is based on the intention (“Niyya”) of the actor. In the West we call this “the ends justifies the means.” [24] [25]

  4. A gun enthusiast like Noynoy would have seen immediately that these are ancient weapons . . . unless he is part of the deception or even ordfered it himself for the sake of his flagging popularity.

    This old ploy has been used by diiferent administration whenever there is a ‘surrender of NPA or Muslim separatists.

  5. The satisfaction rating of President Benigno Aquino III increased by 10 percentage points to 57 percent this month (from 47 percent in March), the latest Social Weather Stations poll showed.
    The survey, conducted from June 5 to 8 among 1,200 respondents, also showed that the number of dissatisfied Filipinos dropped to 27 percent (from 36 percent) while those undecided were at 15 percent (from 17 percent), resulting in a net satisfaction rating of a “good” +30.

    I’m glad Mr. Tiglao is back, a different man compared from Gloria’s heyday. Good job for speaking out the truth. Anyway, I share the same thoughts and I really find it very hard what motivates a Philippine President to allow himself to be fooled by MILF. Or maybe a psychiatric assessment can be done to determine his fitness to work?

    • It does not need an assessment for that. Very obviously he is not fit to be president, i would not even trust him to care of my car or my garden.

  8. Where are the MILF child-soldiers? The United Nations has been asking the MILF to cease-and-desist with child soldiers. The MILF could have done a much better “Show” of decommissioning had the MILF let their child-soldiers just go home. MILF still has children soldiers in their ranks. Let these children-soldiers lay down their weapons and let them children go home!!! Immediately!!! NOW!!! MILF should let the children soldiers go back to their homes and let the children go back to school.

    We need to simply ignore the decommissioning of these outdated weapons as not even one general in the military is present during the turnover to certify that all these weapons are original and modern. Perhaps many of us are not aware of what is new and outmoded weapons, but we can ignore all these brouhahas by outright disapproval of BBL to become a law. We will then see the true color of the MILF group when BBL fail to pass in congress to become a law and I want to see that day.

    For Moros to give up their gun is like giving up their religion. Possesion of a gun is so engrained in their culture. For status symbol for men; like gold jewelries for their women.

    And for protection in clan wars. Frequently happen.

    And not only MILF have guns,almost all of them; men, women and even the children Muslims have.

    In war or in peace, they will never give up their guns. Nor Religion.

    • Wala tayong maaasahan sa ating mga PMA-produced generals. They even stood down when the SAF 44 were massacred. They are under the clutches of the BS prexy with his pork including those PMAyers in the government such as Biazon, Trillanes, etc.

    right on the money, mr. tiglao! this is a government that delights in fooling the filipino, but in turn gets fooled by the MILF, simply because aquino and cohorts are all without clue as to who they are dealing with. you can’t negotiate with a moro by not keeping always in mind that “only a dead moro is a good moro”, and therefor, be always on your guard. napakatanga naman ang ating presidente at ang kanyang peace panel.

  13. Columnists like you who does not tire to write Pnoy’s continuing bungling should be commended. It’s because Pnoy”s bungling already borders on crime committed to the Pilipino people. It is going to affect the citizenry down to the next generations. Take this BBL if passed by Congress in its present form. Only Pnoy and his coterie believe this will bring peace to Mindanao. They continue to be mesmerized by the MILF. The latest blunder is this decommissioning kuno which cost the government Php950M. Where did that money come from? From whose kitty was it taken? Is the president authorized by congress to give it to the MILF? Smells of DAP-like spending. For 75 firearms of obsolete origin and 145 retirable MILF fighters? In fact the firearms do not match the number of “returning MILF fighters. Does it mean, 60 of them are non-combatants? People should rally against this BBL. Already, there is a report the Senate will be re-organized so that BBL could be passed easily. As Kit Tatad once asked, “how much damage can Pnoy still inflict the nation until he left the presidency?” Somebody or someone should now start the process of having Pnoy carried off Malacanang. Should Sen Bongbong Marcos take the cudgels for us? NTC is taking too long in making it happened.

    Congratulations on a fine rendition of the faults of this negotiated agreement. My fear is that my family members may have to exist in real danger as they live on Mindano. There certainly needs to be a peace agreement between all sections of the community that is fairly defined for all not these totally inefficient thought bubbles that are being foisted on he people in the name of a peace accord. The amount of political spin that has been applied to this serious and vexing problem that effects all in the Philippines and reaches to other countries is frightening in the extreme. Many of us, from overseas, have family who reside in the Philippines who wll be subject to the results of any situation formulated by the Lawmakers, we all worry about their safety and future. I am continually surprised at the mentally unstable leaders who hold the fortunes of so many in their hands, in so many parts of the world.

  15. The first wrong step, in the wrong direction, was dealing with the MILF. The second wrong step was excluding all other parties. Junk everything done with the MILF. Fix the ARMM, where it needs to be fixed.

    • i heard in the dzrh news this morning that kit tatad together with cong lito atienza and other fellows filed a motion in the supreme court to declare the framework of agreement (i forgot what it is called) null and void or unconstitutional. this framework of agreement is the basis for BaBaLa. i hope the supreme court put its mind and soul to this petition and act on it before it is too late. as we all know, the supreme court moves in slow mo.

    Just too bad that we have a president who doesn’t care for the country but himself. The event of decommissioning was a mere palabas because there is nothing more to ipalabas. The SAF 44 dependents who were promised help are now neglected and made to suffer by the neglect of P-Noy and his government. Until when should the Filipinos maintain their patience and suffer the result of misgovernment? God bless the Philippines.

Ano yon, naghihiraman lang sila pag dating sa labanan. hahhahha, Napaka estupido ng maniniwala sa palabas na ito ng pangulo at ng MILF. Dapat huwag ng hintayin pang matapos ang termino ng presidenteng ito. Dahil mas lumalala ang kapalpakan na ginagawa niya habang papalapit ang paglayas niya sa palasyo. Kung hindi ba naman abnoy eh siya pa ang nagbigay ng retirement sa mga retiradong MILF. Buti sana kung pera niya, ang masaklap pera ng bayan.

  19. I just want to comment. They said the surrendered firearms “proves their sincerity.” As stated in this article, most of the firearms are either badly-damaged, old or unusable.

Dapat ang mga heneral sa pangunguna ni caduwag este catapang ay magbitaw na chief of staff puro nga tutang wala ipin at mga bayag. Mga stupido lahat sila.     The so called turn-over of 145 fighters and 75 arms by MILF was not a kind of surrender at all as aka Murrad announced. That was very, very true because each fighter was paid P25,000 cash and given the PhilHealh Card. With the P2.4 Billions this 2015 allocated by the Pnoy Aquino Administrtion, there is P2.396 Billions left to bring the 145 fighters to civilian life. Those fighters don’t even have to buy Lotto Tickets – they have won the jackpot already from the pool of taxpayer’s money.

    They are not supposed to have these arms in the first place!!! And why are not the MILF criminals who killed the 44 policemen still have not been arrested and tried? Are the decommissioned firearms not taken from our policemen in the first place?

    Noynoy is repeating the mistakes of his mother Cory who gave a big propaganda to the enemies of the state by meeting with MNLF’s head, Nur Misuari. He was long forgotten by Filipino muslims but Cory resurrected Misuari by giving him media mileage.

    I guess the blame could be heaped on Butz Aquino who insisted of inviting Misuari to go back from the Middle East to have a so-called peace talk with the Philippine government, even if Fidel Ramos was against the idea and said it so to Cory, who agreed to the suggestion of Ramos. Instead of having peace, we have more peace problem.

They are not stupid, from their late father, mother to the son who is the setting President now. The only precious thing that they forgot to keep is: TO BE A TRAITOR TO HIS/HER COUNTRY IS LIKE A DEMON, HOPELESS TO ANYTHING.

  26. MILF DECOMMISSIONING IS A SCAM. Biro mo, 150 ka artistang MILF binayaran lang ng talent fee na tag 25K kada isa at PhilHealth Card. Ang props ay 75 lang ka baril. Ang binigay ng PNoy Administration kay Murad para sa Decommissioning ay 950 Million pesos. Grabe na scam, konting capital lang sa panloloko, ang laki ng binulsa nila Murad, Jaafar, at Iqbal, at ng kanilang mga kakontsaba sa PNoy Administration. Ginawang negosyo ng mga negotiators ang peace talk.

  28. Ikki-bal, Murad and Jaffar worked hard (and they succeeded with Ferrer and Leonen) to publish a very badly written “demissioning” schedule. Ikkibal/Murad/ Jaffar now afraid that the Senate will include a very detailed schedule of decommissioning for the Senate’s baBALA. “Detailed schedule” will include number and types of weapons surrendered, ammunition surrendered, soldiers surrendered —- number of pieces by type, by date, including the verification mechanism.

    I thought the President is a gun enthusiast. Like Mr. Erwin Tulfo said yesterday on his commentary of this “decommissioning” : MORO MORO.
    I wonder how we can inform the people what is happening? It is very scary.

  33. Obviously a case of a gullible president, needing to go back to grade one, section D. He keeps parroting words, without really giving it a thought nor worrying that he could be making a fool of himself and making ridiculous pronouncements that are totally out of place and downright stupid, whether in the local or international scene. Anything to be able to say something in front of an audience, whether they are really listening or not. What a poor, poor, excuse of a president. Can someone please slap him hard to wake him up from this nightmare. I cannot wait for his term to end.
