SENATOR Miriam Santiago is convinced that it was not relieved Special Action Force (SAF) chief Getulio Napenas who was in command when the bungled Oplan Exodus was carried out that led to the killing of 44 elite police commandos in Mamasapano, Maguindanao.
Santiago, during the resumption of the Senate committee on public order and dangerous drugs investigation on the Mamasapano clash, said Napenas acted as a “gentleman” when he took full responsibility for the incident.
“Who are the people responsible? Who are the people behind your back. You have acted as a gentleman but who are the people pulling the strings behind you?” Santiago asked Napenas.
The senator also cited numerous mistakes during the execution of the operation to capture terrorist Zulkifli bin Hir alias Marwan from the time the operation started to the positioning of back up troops.
But she said Napenas should not be blamed for the whole fiasco.
