SENATOR Miriam Santiago is convinced that it was not relieved Special Action Force (SAF) chief Getulio Napenas who was in command when the bungled Oplan Exodus was carried out that led to the killing of 44 elite police commandos in Mamasapano, Maguindanao.

Santiago, during the resumption of the Senate committee on public order and dangerous drugs investigation on the Mamasapano clash, said Napenas acted as a "gentleman" when he took full responsibility for the incident.
