DISTRICT engineers and contractors of the Department of Public Works and Highways (DPWH) should be held accountable for the delays in re-blocking some portions of Epifanio de los Santos Avenue (Edsa), according to the Metro Manila Development Authority (MMDA).
MMDA chairperson Francis Tolentino made the pronouncement as he expressed dissatisfaction over the pace of the re-blocking in some parts of EDSA.
Tolentino said DPWH Secretary Rogelio Singson informed him about the delay in the roadwork in the Makati area near Dasmariñas Village.
“Sec. Singson texted informing me that there was some problem in Makati area near the Dasmariñas gate,” he told the agency’s radio program on Sunday.
The MMDA chief noted that the contractor started pouring cement on the road to be repaired only on Friday, way behind schedule.
Because of this, Tolentino said the inner lanes of Edsa near Dasmariñas Village would not be opened to motorists on Monday morning as scheduled.
He blamed such delay on the “inefficiency” of the contractor, AKH Construction Company.
“There is no reason for such delay because that is their job and it is part of the agreement,” he added.
Tolentino said the agency has allowed DPWH to start the re-blocking on Thursday morning in order for them to finish the roadwork on time.
With this, Tolentino said he would ask the DPWH district engineer and contractor to explain the delay.
“The efficiency and competence of contractor are at stake here so we will ask them to explain the delay. We will also write the district engineer asking for his explanation,” Tolentino added.
However, Tolentino said most of the southbound portions of EDSA that underwent re-blocking were already completed.
