THE Department of Transportation and Communications (DOTC) has awarded the 6-month contract for another maintenance component of the Metro Rail Transit Line 3 (MRT-3) to MRAIL Inc., a subsidiary of power distributor Manila Electric Co.
Under the P43.23-million contract, MRAIL will make sure that the power supply and overhead catenary systems of the mass rail transport system are in order starting July 5.
The DOTC said that in order to fulfill the MRT-3’s daily operating requirements, MRAIL will work parallel to five other companies managing the other maintenance components of the system:
• Rail Tracks and Permanent Ways: Jorgman-Korail-Erin Marty JV
• Buildings and Facilities: Global Epcom Services Inc.
• Communication Systems: Trilink Technologies Inc.
• Ticketing System: Future Logic Corporation
• Rolling Stocks, Depot Equipment, and Signaling: Schunk Bahn-und Industrietechnik GmbH – Comm Builders & Technology Phils. Corp. JV
The sub-contractors were hired under a multi-disciplinary approach to increase the efficiency of work on each component until a long-term maintenance provider is procured.
The DOTC expects better day-to-day repair works and spare parts supply under this approach.
The DOTC is currently seeking the approval of the Government Procurement Policy Board (GPPB) to go ahead with an alternative mode of securing a three-year maintenance contract for the MRT-3 after the bids last September 2014 and January 2015 failed due to a lack of participants.
Among other major rehabilitation and improvement projects that the DOTC has started is the addition of 48 new train cars, the prototype of which is expected to arrive in mid-August this year.
Over 7,000 meters of new rails have also been acquired to replace the worn-out parts of the line’s tracks to ensure that the mass rail transport system is safe.
