The Department of Justice (DOJ) has found probable cause to indict former army reservist Vhon Martin Tanto for the death of cyclist Mark Vincent Garalde.
Tanto shot Garalde during a traffic altercation in Quiapo, Manila on July 25, 2016.
The department said charges of serious physical injuries will also be fled against Tanto for the injuries sustained by Rosell Bondoc who was hit by a stray bullet.
Tanto went into hiding after the incident but he was captured a few days later. He admitted killing Garalde.
The resolution ordering the filing of criminal charges against Tanto was signed by Assistant State Prosecutors Jeannette Dacpano and Robert Ong, Jr. It was approved by Senior Deputy State Prosecutor Theodore Villanueva and Prosecutor General Claro Arellano.
[B]ased on the admission made by respondent Tanto, which contained details that only the person who committed the crime could have possibly known, it is pristine clear that he was the one who intentionally shot victim Garalde and involuntarily injured victim Bondoc,” the prosecutors said.
The charges will be filed at the Manila Regional Trial Court.
