We know that we are in a disaster-prone country. Earthquakes and typhoons are common occurrences. Hence, we should stockpile food and water, at least, and have a system to rapidly distribute them when disaster strikes. Disbursing money when disaster strikes has the built-in delay in converting it to what people in distress need most right away.
Other countries and the World Vision were quicker than our government structures in responding to this disaster because they have ready-to-go stockpiles.
