the operations of the dirty-tricks department of Team Arroyo to
intensify as the second half of the campaign unfolds and the midterm
election draw nearer.

has recently gained its independence after President Arroyo has
signed into law the “PAO Bill” to entice new lawyers to enter
government service and be of better help to poor clients.
