The National Capital Region was the biggest
contributor to total property tax revenues of local government units
from 2003 to 2005, according to a study by the National Tax Research
Center.
The study showed NCR had an
average share of 49.7 percent during the period, underscoring that
the concentration of most high-end properties in the NCR contributed
much to the substantial share of property tax revenue in the region.
NCR is followed by Regions 4 and
3 with average contribution of 20.2 percent and 7.4 percent,
respectively, to the total tax collection of LGUs by region.
The rest of the regions
contributed less than 5 percent each of the total collection, with
the ARMM as the least contributor averaging only 0.05 percent.
The NTRC said the dismal property
tax collection in the ARMM could have been caused by the peace and
order problem, which deters LGUs from intensifying their collection
efforts.
In terms of growth rate however,
Region 2 registered the highest among the regions, averaging 70.5
percent from 2003 to 2005. Cagayan Valley region is followed by the
Ilocos region with an average of 30.2 percent, Region 11 at 21.7
percent and Region 3 at 19.54 percent, respectively.
