Big-ticket wind

project risks scrapping |

EVEN before it can take off, the
government’s wind energy program may run aground as a key project
in Ilocos Norte may be canceled.
Documents obtained by The Manila
Times show that the 30-megawatt Northern Luzon Wind Power Project
Phase 1, scheduled to be implemented as early as March 2002, was
hamstrung by a number of problems, including a failure in contract
bidding and an increase in project costs.
