THE sudden four-hour blackouts that hit sections of Metro Manila and nearby provinces last week is troubling, given indications that state-owned National Power Corp. (Napocor) may have been caught flat-footed in the face of rising demand for electricity.

Napocor blamed the increase in power demand on the extreme summer heat, which forced people to use cooling appliances for longer-than-usual periods.
